International aid will take days, if not weeks, to reach the afflicted areas...
When people say "days, if not weeks..."
or "hundreds, if not thousands..."
or "minutes, if not hours..."
They are abruptly multiplying their initial estimate by 7, 10 and 60 times respectively!
Possible reasons:
The initial estimate was very poor, or
They are reprising the cliche for effect, or
They are not very sure about the whole shebang.
In any case, these people are in no position to be making the estimate in the first place!
